
Learning a speech off by heart is no good. One has to master a speech. At the same time it is not good to read the whole speech. Though keeping things in memory is an asset it should not become a habit. I have seen speakers telling often that it is not in my memory.
A speaker should reach a stage when his memory has stored up the speech sufficiently well and he does not need any notes. Only a section of the speech which demands a guaranteed accuracy or statement can be read to avoid mistakes. Refer notes only occasionally. That too the speaker may look down at his notes just to see the heading next. Suddenly he should speak on that particular item.
Some speakers for example in conferences and seminars they start reading their paper to be presented here and there and they start explaining. It is time consuming and leads to confusion. It is better to read the script fully and tell or conclude in the end vocally.
